1/15/2024 0 Comments Confined space rescue team roles![]() In the event an emergency occurs inside the permit-space which results in the entrant being unable to self-evacuate, the attendant must summon rescue and emergency services. While the entry supervisor is responsible for making sure the rescue team is available, it is the attendant’s responsibility to know the procedure to summon them so that they can provide a timely response. Any delay in summoning the rescue team can result in tragedy for the entrant. In addition to communicating with the entrant, the attendant must also monitor the overall activities that are occurring inside and outside of the confined space. If acceptable entry conditions are no longer present or new safety or health hazards present themselves in or outside of the space, the attendant may have to order the evacuation of the permit-space. Knowledge of the workplace and hazards is essential so the attendant can help ensure the safety of the entry team of all times. Monitor Activity Inside and Outside of the Space It is especially important that the attendant prevents unauthorized entry during emergency situations. Over 60% of confined space fatalities are would-be rescuers. Many, if not all these deaths would have been prevented if an attendant was posted at the entry into the space to prevent them from entering. Prevent Unauthorized Persons from Entering Spaceīy their very definition, permit-required confined spaces have some sort of serious safety or health hazard. Therefore, the most important duty of the attendant is to prevent unauthorized entry into these spaces. Entrants must be properly trained, equipped, and authorized to enter the permit-space by their employer and the entry supervisor. (4) Any person who contravenes regulation 23(2) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000 and, in the case of a second or subsequent conviction, to a fine not exceeding $5,000.The attendant has many very important duties and responsibilities during permit-required confined space entries. In fact, when we look at OSHA 1910.146, the attendant’s list of responsibilities is longer than the entrant’s and entry supervisor’s list of responsibilities. In this post, we’ll talk about what we believe are the three most important duties of the attendant. In the case where the person is an individual, to a fine not exceeding $20,000 or to imprisonment for a term not exceeding 2 years or to both (1) Except as otherwise provided in this regulation, any person who contravenes any provision of these Regulations shall be guilty of an offence and shall be liable on conviction - ( a) ![]() (3) It shall be the duty of the responsible person referred to in paragraph (1) to ensure that each of the records referred to in paragraph (2)( b) is kept for not less than 2 years from the date each is made.Ģ4. There are 3 main members to a confined space team. No worker should enter a confined space without the proper support team in place. Record every examination made under that sub-paragraph and produce such record for inspection upon request by an inspector. Continuing our series on confined space hazards, this post will discuss the responsibilities of each team member of a permit required confined space entrance team. (1) It shall be the duty of the responsible person of a person entering or working in a confined space to - ( a)Įstablish a written rescue plan for the purpose of rescuing persons in the confined space in the event of an emergency Īppoint persons to carry out rescue work and ensure that such persons have first received adequate training in rescue operation including first-aid and the proper use of personal protective equipment and other equipment necessary for carrying out a rescue operation in the confined space andĮnsure that there is a sufficient supply of suitable breathing apparatus, safety harness and ropes, suitable rescue equipment and suitable reviving apparatus which are - (i)
